Pauline Morris explains: "Peter Tosh had a friend named Phil Pearson, who had stayed in Kingston Jamaica with him around the time Peter had finished the No Nuclear War album. One day they were speaking while Phil was running a tape, and Peter started to say 'I'm an equal lawful, upright, honorary citizen.' He said that it was going to be his next project. Eventually Phil gave me a copy of the tape.  Peter sounded so exited about the idea of doing a song about what he felt regarding the matter getting the respect he deserved.  I knew what he went through in his life.  He had done so much for the oppressed, and each time he went out there in public, he went out there knowing that he could be killed at any time.  But he felt it was his duty to do this for all oppressed people internationally. "When we began the final stages of assembling this collection in June 1996, I kept trying to come up with a title for the project.  Then it came to me as I was lying in bed one morning:  My gosh! I've got the words right here-'Honorary Citizen!'  So I decided to title the box set Honorary Citizen!  To me, it was not meant for him to write a song like that for himself.  It's better if it comes from someone else.  We recorded it in River Sound Studio in New York. I wrote the song, sang the lead and even did backing vocals on it. It is a tribute to Peter Tosh from me, because that is what he truly was, an honorary, and honorable, citizen."
